He performs investigative studies of problems with building materials and systems designs corrective repairs. These studies include verification inspections, physical condition assessment evaluations and material failure investigations. Mr. Brough has investigated failures of concrete pavements, airport taxiways, asphalt pavements, metal and glass curtain wall systems, window sealant systems, stucco and exterior insulated finish systems, fire and blast damaged concrete, built-up roofing, single-ply roofing, tile roofing and standing-seam metal roofing. He has prepared repair and restoration details and specifications and performed overviews of reconstruction monitoring. His experience also includes destructive and non-destructive investigations of water infiltration of building envelope systems and components. He has performed inspections of building systems during construction, including earth excavations, underground waterproofing applications, fill placement, steel reinforcing placement, concrete placement, structural steel erection, welding, window wall sealant and curtain wall and roofing installations. Construction Engineering Mr. Brough has served as Director of Engineering for a design/build company responsible for the Civil, Landscape, Planning, and Quality Assurance Departments. In this position, he served as technical resource consultant for construction materials problem solving. He developed a construction inspection procedures manual and a field inspection reference manual for project superintendents and construction inspectors. He developed and implemented a Quality Assurance Program, which included drawing and specification review, construction inspection, and quality control testing. He prepared quality statements and specifications for inspection and testing. He prepared technical specifications outlining performance requirements for construction materials and has conducted quality control training seminars for construction superintendents and architectural designers. Mr. Brough also served as the Principal-in-Charge responsible for the overall design of several design/build projects. Property Condition Surveys Mr. Brough manages and performs condition surveys for property transfers. The survey typically consists of visual inspection of a property to assess the physical condition of certain components and systems. Observations are generally made of the pavement, site drainage, building foundation and structure, exterior walls and windows, roofing, interior finishes, vertical transportation, mechanical, electrical, plumbing, fire protection and includes limited code and ADA reviews. He prepares cost of repair estimates for each project. Evaluations have included multi-story office buildings, shopping malls, warehouses, distribution centers, residential (condominium and apartment buildings), and manufacturing facilities. Evaluations have been provided for property owners and managers, financial, medical and educational institutions, developers and attorneys. Materials Engineering Mr. Brough has investigated performance-related problems of concrete and asphalt pavements, concrete floor slab-on-grade, below grade waterproofing, curtain-wall materials, sealant, stucco, concrete, masonry, and roofing materials. Consulting services have included performance evaluations, design of restoration details, and re-construction monitoring. Project types have included educational medical facilities, manufacturing facilities, warehouses, industrial complexes and office buildings. Forensic Engineering Mr. Brough has provided assistance for the resolution of disputes related to failures of building systems and materials in the construction industry involving litigation and alternative resolution techniques. He has provided expert testimony for the following materials and systems: concrete and asphalt pavements, built-up roofs, concrete tile roofs, exterior stucco walls, composite (insulation/metal) curtain walls, below-grade waterproofing, deck and balcony waterproofing.
